German Traffic Court Congress 2022 – recommendations addressed to legislators
Within the framework of the 60th Traffic Court Conference, where were about 1300 experts who addressed recommendations to the legislator.
Few days ago, many people from Germany and all over Europe came together in Goslar. Topics were dealt with which, in the opinion of the experts, required urgent discussion and thus became the subject of the working groups.
Regarding to Cannabis, the THC limit in road traffic is to be raised. Currently this is 1.0 nanogram THC. However, this value is so low that it would only prove consumption. The experts have left open so far how high the value should be in the future. Among other things, this is related to the impact that consumption has on moving a motor vehicle. So far, research has been lagging behind here. In general, the consumption of alcohol must be strictly separated from the Cannabis consumption.
Furthermore, road traffic violations are to be treated differently in the future. Alternative measures were proposed for this. Instead of a fine, for example, driving safety training or attendance at driving school should serve. Fines are to become more proportionate, and the suspended driving ban is up for debate. The aim is to spread more acceptance among road users.
For the rest, the position of cycling should be strengthened. In order to implement this, more space should be created for cyclists and a minimum standard should be maintained for new buildings or even existing paths. By the way, great attention should be paid to young cyclists or users of pedelecs. Dimensions and weight of bicycles will also be limited in the future.
Regarding to rehab management, the experts at the Traffic Court Conference also expressed their views. This construct has proven its worth since the 1990s and is still almost unique in Europe. The experts remain convinced that rehab management makes a lot of sense. Merely the transition from hospitalization to rehabilitation treatment could be improved. It is often bumpy and as a result of this in need of improvement. The success of the healing process can be impaired, so practitioners in the medical field are to be informed and called upon to close this rehabilitation gap.
Last but not least, owners and drivers of even slower vehicles, which have a capacity of 6 to 20 kilometres per hour, should be able to be held in liable in case of accidents. This refers particularly to e-scooters. Up to now, this has only been possible if main or partial guilt can be proven. According to today`s vehicles, the current legislation is no longer up to date, which in its principles is still based on good old carriages.
